PRODUCTIVE AREA ECOLOGICALLY EQUIPPED IN THE “BRUGHIERA” LOCALITY

This is a Productive Area Ecologically Equipped (APEA) which can be reached from the A26 motorway Genoa – Gravellona Toce and is situated respectively at about 13 km from the motorway exit of Arona – Paruzzaro and about 16 km approx. from the exit of Borgomanero. It began under the framework of the “Planning Agreement” which includes the precincts of the “Lower Cusio – Borgomanero area” which already predicts another APEA area in the town council area of Borgomanero

Such an agreement was sealed on the 25/07/2006 by the Province of Novara and the Town Councils of Borgomanero, Cureggio, Briga Novarese, Gozzano, Gargallo, Soriso, Bolzano Novarese, S. Maurizio d’Opaglio, Pella, put into practice by the Provincial Territorial Plan.

The Planning Agreement came about as an agreement protocol so as to put into act the  foreseen Provincial Territorial Plan which is proposed as an instrument of reference for the implementation of a project plan with a joint aim finalized in the sustainable development of the Lower Cusio and Borgomanero regions, in particular for what concerns installment policies, infrastructures and services to the activities and industrial districts present on the territory.

To pursue the aims of a “compatible and sustainable environment”, in accordance with regulations and planning permission, the first draft founded of the “Planning Agreement”, foresees the opportunity of forming two new, big, predicted localized interventions (The Brughiera at Pogno and The Beatrice at Borgomanero) as “productive areas ecologically equipped” in conjunction with and also the requalification of the already existing outlying areas (S.Maurizio d’Opaglio and Gozzano south/west).

In this way two “equipped” complexes would be created, the northern one of about 900,000 sq mt., the southern one of about 700,000 sq mt., in a favourable position in relation to the strategic road framework.

The undersigned recognize the Office of the Productive Activities (SUAP) in the Town Council of Borgomanero as the only structure able to release licenses issued by the Public Administration system (Town Council; ASL; Fire  station: ARPA; Province, Region, Ministries) necessary for the exercise of the economic activities of the firms installed in this territory. Consequently the undersigned have recognized the SUAP, on the basis of the regulations with the President of the Republic’s Law no. 447 of the 20/10/1998 and later modified by the President of the Republic’s Law no. 440 of the 7/12/2000, and by the deliberation of the Regional Committee no. 54-3204 of the 19/06/2006, to be the only front office structure to offer consultancy and assistance to the entrepreneur, to facilitate and simplify the administrative fulfillments, to release sole title (single act) for the realization of interventions requested for building, expansion, discontinuance, reopening, localization or relocation of productive plants and services, and to execute internal works to buildings used by businesses.

The agreement also predicts:

•   the definition of localized criterion and evaluation of these various opportunities, together with alternative feasibilities regarding the exact placement of a “Service Centre” at Gozzano for production and logistics in the area, so as to support the “visibility” of the district even in terms of possible facilitations regarding installation (territorial marketing policy area);

•   evaluation and definition of the feasibility of specific infrastructures and of co-ordinated services ‘over town council level’, for a “sustainable management” of the water supply, in terms of supply, purification and recuperation under logic of total “saving” of a resource which is becoming more and more scarce.[1]

The area concerned is of about 48 hectares, destined to productive activity, industrial or artisan as long as not harmful or bothersome (that is do not emit dust, polluting fumes, excessive noise, vibrations, danger of explosion, polluting waste) and offices connected to these activities, facilities and social services for the productive workforce.

It is also permitted:

installations for non productive activity which require the same type of buildings for productive activities such as commerce connected to the production, warehouses and deposits, heavy vehicles deposits; homes for owners and custodians (or who for work reasons must obligatorily reside there) in the number of maximum two lodgings for each local unit, of the size specified further on[2].

The VIA process (Evaluation of Environmental Impact) for the whole area was concluded positively with precision no. 1786/2007 of 16/04/2007 in the Province of Novara’s Environment Sector.

At the moment the entire area is not available as several lots have already been assigned, while one part has undergone procedures of environment claim and will be available at the end of the same.

RAILWAY: Novara/Domodossola - Station of Gozzano (at 5,5 km)

AS FAR AS REGARDS THE TERRITORIAL REQUIREMENTS, URBANISTICS, BUILDING AND ENVIRONMENTS OF THESE PRODUCTIVE AREAS ECOLOGICALLY EQUIPPED, IT IS IMPORTANT TO UNDERLINE THAT THE ADOPTION OF TERRITORIAL, URBANISTIC AND CONSTRUCTION STANDARDS REPRESENT THE FUNDAMENTAL INSTRUMENT FOR A CORRECT AND FAVOURABLE INSTALLATION OF A TERRITORIAL  APEA, AND THAT  MINIMUM REQUIREMENTS IN RESPECT TO THE REGULATIONS IN FORCE ON THE SUBJECT, ARE DICTATED BY THE PLANNING AGREEMENT AND BY THE NORMS OF THE GENERAL REGULATORY PLANNING
